# Understanding Programs, Budget Items & Funding Sources

To assist in correctly creating supports for a smoother claiming process, we have included Reference Data to help outline the configuration and hierarchy

Here we have a list of all the Programs and their associated Services;

Lets take a deeper look at the available information. The options will change for each program depending on the required associations for each service.

The unexpanded view displays;

1. Remote ID - an id assigned by Services Australia
2. Service Name
3. Sub Records - additional funding and claiming associations - explained further below
4. Unit Cost - Ensure you have added all the required Unit Costs to the Support At Home services.
5. Charge By - the unit / frequency of the applied charge

Click on ‘14 Classifications’ to expand the selection;

6. Wraparounds - an additional associated service item that can be included as part of the primary item.. i.e. delivery / installation…
7. Business Functions - physical items are grouped by their business function
8. Health Professional Types - a list of available medical professionals providing prescription services
9. Available to Classifications - a classification applied to each participant to outline their funding / service options
10. Home Support Items - Items that can be billed under that service

## Budget Items

The rates and identifiers provided by Services Australia. These are useful to understand the underlying codes used for Budget Items and are not used for any calculations.

## Funding Sources

This breaks down each of the named funding sources into;

* Remote ID - the id created by Services Australia
* Name
* Claiming Sequence - the order in which Client Budgets will be applied in what order for claiming
* Classification - a classification applied to each participant to outline their funding / service options
* Entry Categories - which Program it can be applied to

Use this reference data to help understand WHY specific services can be applied to specific programs and HOW the budget will prioritise which funds to use in what order.

Funding Sources and Claiming Sequences

Each Funding Source has one or more Budgets Types in a "Claiming Sequence" list. The Claiming Sequence defines the order in which each budget will be used. When claiming from Services Australia, providers don't stipulate the exact budget, rather they select a funding source. The ultimate decision as to which budget is used is made by Services Australia.

## Selecting the correct funding source

There are several data points considered when deciding which funding source to use for a given service. Here's how it works:

As you can see in the list, Funding Sources have Classifications and Entry Categories.

If you open a Service in the list you can see they also have Classifications listed.

In order for a service to be eligible for a funding source, they need to share at least one Classification.

HOWEVER: Clients also have classifications, which are assigned to them as part of their registration and assessment process into Support At Home.

If you open a clients Support At Home dashboard you can see a list of classifications assigned to that client

So in order for a client to claim a service against a funding source, The service and the funding source and the clients profile must all have a classification that overlaps.

FURTHERMORE: Clients also have Entries, which you can see listed on their SAH dashboard, and these entries have a "category code" i.e. HM, AT etc.

Funding Sources have Entry Categories as well, which you can see on the reference data page.

So in order to claim a service against a funding source, as well as the classifications check, we do a similar check that at least on of the the client's Entries overlap with the Funding Source's Entry Categories.

CareMaster also does one final check and only surfaces Funding Sources for which the client has a linked budget, and shows that in the Support edit form when you are building your support.

Even though this system appears confusing, the multiple overlaps allow for a wide configuration of funding sources and budgets across the service list.

When claiming you will also have a chance to update the funding source.
